What makes a green data centre?

If you could design and build a data centre facility from scratch to be more environmentally friendly, what would you do? The video, first spotted by Green Data Center Blog, shows you what Allstate Insurance Company did with their new data centre in Rochelle, IL.

Some good ideas, like a white heat reflecting roof, but why not put in a solar power system on the flat surface?
